What does a Land Development Manager Do?
Manage Land Development Planning
Coordinates feasibility studies, land planning, civil design, site layouts, development requirements, and project milestones to establish a practical development strategy.
Lead Entitlements & Approvals
Coordinates zoning, entitlements, governmental approvals, permitting, and other regulatory requirements needed to advance residential development projects.
Coordinate Civil Engineering & Infrastructure
Works with civil engineers and consultants on grading, drainage, utilities, roads, stormwater systems, and other infrastructure required for site development.
Manage Development Budgets & Schedules
Tracks development costs, consultant fees, construction budgets, schedules, and critical milestones while identifying potential risks and cost impacts.

Coordinates the transition from land development and approvals into site construction by ensuring plans, permits, infrastructure requirements, and project documentation are ready for execution.

KEY RESPONSIBILITIES
- Lead residential land development activities from due diligence and planning through entitlements, permitting, site development, and construction readiness.
- Coordinate civil engineers, surveyors, architects, environmental consultants, municipalities, utility providers, contractors, and other project stakeholders.
- Manage development schedules, budgets, consultant contracts, approvals, permits, and critical project milestones.
- Review civil plans, site layouts, grading, drainage, utility designs, roadway plans, and other development documents for project requirements and constructability.
- Identify entitlement, permitting, infrastructure, cost, and schedule risks while coordinating timely solutions with project stakeholders.
QUALIFICATIONS & REQUIREMENTS
Experience
7-15+ years of land development, residential development, civil construction, engineering, project management, or related experience, with demonstrated responsibility for complex development projects.
Education
Bachelor’s degree in Civil Engineering, Construction Management, Real Estate Development, Urban Planning, or a related field preferred. Equivalent land development and construction experience may qualify.
Certifications
Relevant credentials such as PE, PMP, CCM, LEED, or other planning, engineering, construction, or development certifications can be beneficial depending on project requirements.
